Submits to Missouri voters a constitutional amendment repealing and replacing section 52(a) of article III of the Missouri Constitution relating to the referendum process.

Maintains existing referendum petition requirements: signatures from five percent of legal voters in each of two-thirds of congressional districts, or passage by the general assembly, filed with the secretary of state within 90 days of final adjournment.

Prohibits simple majority repeal or amendment of voter-passed referendum statutes until after the third regular legislative session following the statute's effective date.

Allows the general assembly to repeal or amend voter-passed referendum statutes by a two-thirds supermajority vote after the first regular session following the statute's effective date.

Allows the general assembly to repeal or amend voter-passed referendum statutes by a four-sevenths supermajority vote after the second regular session following the statute's effective date.
