Submits to Missouri voters a constitutional amendment to Article III, Section 54 for approval at the November 2012 general election or a special election called by the governor.

Prohibits simple majority repeal or amendment of initiative and referendum statutes (sections 49-53) until after the third regular legislative session following the statute's effective date.

Allows the general assembly to repeal or amend voter-passed statutes by a two-thirds supermajority vote after the first regular session following the statute's effective date.

Allows the general assembly to repeal or amend voter-passed statutes by a four-sevenths supermajority vote after the second regular session following the statute's effective date.
