Submits to Missouri voters a constitutional amendment to sections 50 and 52(a) of article III at the general election in November 2012 or at a special election called by the governor.

Increases signature requirement for initiative petitions proposing constitutional amendments from 8 percent to 15 percent of legal voters in each congressional district.

Increases signature requirement for initiative petitions proposing laws from 5 percent to 10 percent of legal voters in each congressional district.

Increases signature requirement for referendum petitions from 5 percent to 10 percent of legal voters in each congressional district.

Maintains existing restrictions that referendum petitions must be filed within 90 days after final adjournment of the legislative session and cannot target emergency laws or appropriations bills.
