Submits to Missouri voters a constitutional amendment to Article I establishing state sovereignty under the Tenth Amendment and prohibiting Missouri's legislative, executive, and judicial branches from recognizing or enforcing federal actions exceeding enumerated powers.

Directs Missouri not to enforce federal actions involving gun restrictions, abortion funding, carbon taxes, specific health care mandates, same-sex marriage recognition, hate crime enhancements, and certain church-state separation doctrines.

Requires Missouri to interpret the U.S. Constitution based on original intent of the Framers and rejects interpretations based on "living document" theory or expanded federal authority without constitutional amendment.

Grants Missouri citizens standing to bring legal action to enforce the amendment's provisions and declares any court rulings violating the amendment's interpretation standards invalid and unenforceable in Missouri.

Scheduled for voter approval at the November 2012 general election or a special election called by the governor.
