Submits to Missouri voters an amendment to Article V, Section 1 of the state constitution to be decided at the general election in November 2012 or at a special election called by the governor.

Requires Missouri courts to uphold and adhere to the U.S. Constitution, Missouri Constitution, U.S. Code, federal regulations, and law of other U.S. states when making judicial decisions.

Prohibits Missouri courts from considering international law or Sharia law in any cases, including cases of first impression.

Specifies that courts shall not look to the legal precepts of other nations or cultures when exercising judicial authority.

Applies these restrictions to all cases before the state supreme court, court of appeals, and circuit courts.
