Impeaches Circuit Judge John A. Ross of the Twenty-First Judicial Circuit (St. Louis County) for misconduct, willful neglect of duty, corruption in office, incompetency, and oppression in office under Article VII, Section 1 of the Missouri Constitution

Alleges Judge Ross improperly retained jurisdiction over the Buchek v. Washington case for over one year after a board vacancy was filled, making the case moot, and actively supervised the Northeast Ambulance and Fire Protection District's operations and expenditures without statutory or constitutional authority

Charges Judge Ross with judicial activism in appointing Bridget Dailey Quinlisk to fill a board vacancy to gain favor with the Firefighters Union Local 2665, and with issuing orders that effectively supervised hiring, pay, and purchasing decisions of elected district officials

Alleges Judge Ross issued orders that racially and sexually discriminated against defendants, including barring black defendants' attorneys from presenting evidence before a Special Master while allowing the white plaintiff's attorneys to do so

Orders Judge Ross to stand trial before the Missouri Supreme Court and directs the House Chief Clerk to provide copies of the resolution to Judge Ross and the Chief Justice of the Missouri Supreme Court
