Repeals and re-enacts section 288.040 of Missouri Revised Statutes relating to unemployment benefit eligibility requirements.

Claimants must register for work, actively seek employment, report to employment offices, and meet work search contact requirements to receive benefits.

Claimants are ineligible for benefits if they have an outstanding penalty assessed based on an overpayment of benefits under section 288.380.

Establishes various exceptions to work availability requirements including temporary unemployment with recall within eight weeks, participation in approved trade training, and substitute teacher or jury duty status.

Requires directors of employment security and workforce development to submit annual reports by December 31 with recommendations to improve work search verification and reduce average unemployment claim duration.
