Creates a new "advance ballot" voting method allowing registered voters to vote in person at central voting locations beginning the third Wednesday prior to an election through the Wednesday immediately before the election.

Requires all election authorities to maintain a central advance voting location open until close of business on the Wednesday before election day, with mandatory Saturday voting until noon during the advance period.

Mandates satellite voting sites for federal elections based on jurisdiction size: one satellite per 50,000 registered voters, with a maximum of six satellites per jurisdiction, with location selection considering geography, demographics, and nondiscrimination factors.

Requires appointment of at least one judge from each major political party to each satellite site, with no single party holding a majority at any site, and establishes regular business hours (7:00 a.m. to 7:00 p.m.) for advance voting.

Prohibits voters who cast advance ballots from voting again on election day; violators are guilty of a class one election offense and must be certified to the verification board.

Makes all implementation costs the responsibility of the state of Missouri and establishes an effective date of January 1, 2012.
