Repeals and replaces sections 304.180 and 304.820 regarding vehicle weight limits and electronic device use while driving.

Establishes maximum axle weight limits of 20,000 pounds for single axles and 34,000 pounds for tandem axles on state highways, with detailed tables for multi-axle configurations based on distance between axles.

Allows vehicles on non-interstate highways to exceed weight limits by up to 2,000 pounds, with total gross weight capped at 80,000 pounds, and permits special weight allowances for livestock hauling and agricultural products during October 15 to December 15.

Prohibits operation of moving motor vehicles using hand-held electronic wireless devices to send, read, or write text or electronic messages, with violations treated as infractions and moving violations; includes exceptions for emergency vehicles, hands-free devices, and voice-operated technology.

Requires Department of Transportation to establish minimal yellow light change interval times for traffic control signals in accordance with the Manual on Uniform Traffic Control Devices national standards.
