Adds section 376.393 to Missouri law requiring health carriers to provide contracted providers secure website access to standard fee schedules specific to their geographic area.

Standard fee schedules must reflect current payment rates for all goods and services using procedure codes, diagnosis related groups, or other payment mechanisms.

Standard fee schedule rates cannot be lower than the lowest individually contracted rate for any good or service in that geographic area.

Prohibits health carriers and their subsidiaries, networks, contractors, or subcontractors from refusing to contract with Missouri providers willing to accept payment at 99 percent of standard rates.

Applies to licensed pharmacies and home health agencies in addition to providers defined under section 376.1350, and includes providers willing to serve MO HealthNet and Medicare programs.
