Extends the deadline for skilled nursing and intermediate care facilities to install approved sprinkler systems from December 31, 2012 to December 31, 2014.

Modifies loan repayment terms for facilities that take substantial steps toward sprinkler system installation, establishing 10-year, 8-year, or 5-year repayment periods based on Medicaid reimbursement rates for fiscal year 2012.

Delays payment and interest obligations on sprinkler system loans until average Medicaid reimbursement rates reach $48 per day.

Requires all facilities licensed under the chapter to submit compliance plans to the state fire marshal by July 1, 2008 and establish fire alarm systems with smoke partitions meeting specific standards.
