Repeals and re-enacts sections 163.031 and 163.036 relating to state funding calculations for Missouri school districts based on weighted average daily attendance and state adequacy targets.

Extends the phase-in period for transitioning to the new foundation formula from five to seven years, with specific percentages for each school year from 2006-07 through 2013-14.

Modifies the 2011-12 school year phase-in from 86% to 72% of new formula funding, and adds provisions for 2012-13 and 2013-14 school years at 72% and 86% respectively.

Establishes provisions for proportional reductions across all districts when appropriations fall below fiscal year 2010 expenditure levels or are reduced by gubernatorial action.

Effective immediately upon passage and approval, or July 1, 2011, whichever occurs later, declared an emergency act due to public school funding needs.
