Repeals and replaces section 226.540 RSMo and enacts new sections 226.540 and 226.541 regulating outdoor advertising (billboards) on interstate, federal-aid primary, and National Highway System highways in commercial and industrial areas.

Establishes maximum sign dimensions of 800 square feet, 30 feet height, and 72 feet length; prohibits revolving or flashing lights except for scoreboards and public service signs; requires external lighting to be shielded to prevent glare on roadways.

Requires minimum spacing of 1,400 feet between sign structures on the same side of highways and prohibits structures within 500 feet of interchanges, intersections, or safety rest areas outside incorporated municipalities.

Defines "unzoned commercial and industrial land" as areas with existing commercial or industrial activities extending 750 feet from the highway; excludes agricultural, forestry, transient activities, and structures more than 660 feet from the highway.

Allows local zoning authorities to adopt more restrictive sign regulations consistent with state intent and customary usage; prohibits local ordinances that ban off-premise advertising on commercial or industrial property within 660 feet of federal-aid primary or interstate highways.
