Repeals and replaces section 167.031, RSMo, relating to school attendance requirements in Missouri.

Requires parents to enroll children between ages seven and the compulsory attendance age in public, private, parochial, parish, or home school, with attendance for the full school term.

Defines "home school" as an unincorporated school with no more than four unrelated pupils, providing private or religious instruction with at least 1,000 hours annually (600 in core subjects, 400 at home location).

Establishes compulsory attendance age as 17 years for metropolitan school districts by resolution or 17 years/16 high school credits in other districts.

Requires metropolitan school districts to enroll children by age five beginning in the 2012-2013 school year, except for home school families complying with subsection 2 requirements.
