State elected officials, state executive branch managerial staff, and officers and leadership staff of the Missouri House and Senate must undergo chemical testing of blood or urine before taking office and once every two years thereafter to determine drug content.

Testing costs shall be paid by the official, officer, or staff member being tested.

Chemical tests must be performed according to methods and devices approved by the state department of health and senior services by licensed medical personnel or a person with a valid permit from that department.

Blood tests may be declined if medical personnel determine in good faith that the procedure would endanger the person's health.

Any member of the general assembly arrested two or more times during their term of office shall immediately forfeit and vacate the office.
