Adds the mayor of a city not within a county as a potential charter school sponsor, alongside school boards, public universities, community colleges, and private universities.

Allows mayors to request other sponsors to consider sponsoring "workplace charter schools" that can target students whose parents are employed in specified business districts.

Prohibits sponsors from charging applicants any fees for charter consideration and establishes that charter schools must be Missouri nonprofit corporations with open meetings requirements.

Requires sponsors to spend at least 90 percent of sponsorship funds directly supporting charter schools and to maintain comprehensive application processes, contract oversight, and merit-based renewal decisions.

Mandates criminal background checks and child abuse registry checks for all charter school board members, prohibits board members from holding employment or substantial interests in entities contracting with the school, and subjects board members to financial disclosure requirements.
