Senate Bill No. 13 Summary

• Creates a task force on teacher compensation and effectiveness to be overseen by the joint committee on education during the legislative interim between the 96th General Assembly's first and second regular sessions.

• Task force membership consists of 4 legislators (2 senators and 2 representatives from the joint committee on education), the education commissioner, 3 active teachers, 1 school administrator, 1 school board member, 1 teacher preparation program dean, 1 education policy researcher, the public school retirement system director, and 1 private sector human resources expert.

• Task force shall recommend options to ensure licensed education personnel are evaluated using multiple fair and rigorous methods that consider student academic growth, given opportunities to improve effectiveness, and provided means to share effective practices statewide.

• Task force must meet at least four times and submit a final report with legislative recommendations by December 31, 2011, to the joint committee on education chair, secretary of the senate, chief clerk of the house, and state board of education president.

• Task force members receive no compensation, but actual and necessary expenses are paid by the joint committee on education, which also provides staff support for legal, research, clerical, technical, and bill drafting services.
