Repeals and replaces section 211.447, RSMo regarding procedures for terminating parental rights in juvenile court cases

Establishes that a parent's disability alone cannot be used as grounds for determining a child is in need of care, removing custody, or terminating parental rights without specific evidence of a causal link between the disability and harm to the child

Requires courts to consider availability and use of accommodations for parental disabilities, including assistive technology and support services, when making determinations in cases involving parents with disabilities

Maintains existing grounds for termination of parental rights including child abandonment, abuse or neglect, extended juvenile court jurisdiction, serious felony convictions, and parental unfitness due to abuse or chemical dependency

Preserves procedures requiring juvenile officers to file termination petitions within 60 days of certain judicial determinations, with exceptions for cases where the child is cared for by relatives or compelling best-interest reasons exist
