Senate Bill No. 135 - Summary

• Extends expiration dates for lead-acid battery recycling fees from June 30, 2011 to December 31, 2013 and hazardous waste generator fees from June 30, 2011 to December 31, 2013.

• Creates new section 260.269 allowing state agencies and political subdivisions to transfer used tires to private entities for lawful disposal or recycling, provided tires are not burned as fuel (except in permitted facilities) or disposed of in landfills, and the transfer costs less than the state would otherwise incur.

• Prohibits beer bongs and large volume alcohol containers (over 4 gallons) on Missouri rivers, with violations constituting class A misdemeanor; removes provisions restricting expanded polypropylene coolers on rivers.

• Establishes underground storage tank operator training program requirements, with the petroleum storage tank insurance fund board to hold public hearings by April 1, 2012 to determine whether to create and fund such a program.

• Extends sections 260.900 to 260.965 expiration date from August 28, 2012 to August 28, 2017; declares sections 253.090, 260.262, 260.380, and 260.475 emergency provisions effective upon passage.
