Moves the deadline for approving new applications under the Missouri Downtown and Rural Economic Stimulus Act (sections 99.915-99.980) from January 1, 2013 to August 28, 2011.

Allows applications for disaster relief projects in counties that received federal assistance for natural disasters occurring between May 1-10, 2003 to be approved prior to August 28, 2003.

Permits the Missouri development finance board to approve up to two applications prior to December 31, 2006 in home rule cities with more than 400,000 inhabitants located in more than one county.

Limits state sales tax increment for qualifying projects to one-half of the incremental increase in sales taxes, with restrictions ensuring sales tax increments are from new sources not previously existing in the state.

Defines incremental increases for existing facilities, relocated out-of-state businesses, and relocated Missouri facilities based on state sales tax revenue comparisons to baseline years.
