Extends the expiration date of clean water permit fees from December 31, 2010, to December 31, 2015, for fees imposed under sections 644.052 and 644.053.

Extends the expiration date of impaired waters listing procedures from August 28, 2010, to August 28, 2015, requiring 90-day public notice and comment periods before waters can be classified as impaired.

Requires the Department of Natural Resources to publish proposed impaired waters lists in at least six regional newspapers and post all supporting data on its website for public review.

Allows the Clean Water Commission to grant variances to reduce permit fees for facilities that adopt systems or technologies reducing water contaminant discharge substantially below required levels.

Declares the act an emergency measure effective immediately upon passage and approval due to the critical need to protect water quality.
