Extends the filing deadline for retaining liens on aircraft after surrendering possession from 30 days to 180 days in both section 430.020 and 430.082.

Requires liens on aircraft to be filed with both the county recorder and the Federal Aviation Administration Aircraft Registry to bind a bona fide purchaser.

Adds "aircraft" and "parts thereof" to section 430.082's lien provisions for labor, services, skill, material, and storage work.

Establishes procedures for lienholders to obtain a "Lien Title" certificate from the director of revenue after 45 days of non-redemption, requiring certified mail notice to owners and lienholders of record.

Entitles lienholders to recover actual and necessary expenses including court costs and reasonable attorney's fees when obtaining a lien title and selling the chattel.
