Department of Revenue may issue special event motor vehicle auction licenses for auctions where at least 90 percent of vehicles are ten years old or older and last no more than three consecutive calendar days, held no more than twice per calendar year per licensee.

Applicants must submit applications at least 90 days before the auction, be registered to conduct business in Missouri, and provide a corporate surety bond or irrevocable letter of credit in the penal sum of $100,000.

License fee is $1,000, with an additional $500 administrative fee for each vehicle auctioned in violation of the 90 percent age requirement; licensees must submit detailed reports within ten days of auction conclusion.

Licensees are exempt from most requirements of section 301.560 but must comply with subdivision (4) of that section, and are prohibited from issuing dealer, driveaway, auction, or wholesale plates or temporary permit booklets.

Violation of reporting requirements is a class A misdemeanor; sellers must provide buyers with current contact information including name, address, and telephone number.
