Establishes Joint Committee on Missouri's Promise composed of 10 legislators to develop long-term strategies for economic prosperity, health, education, and infrastructure maintenance and identify revenue sources.

Creates Missouri State Transit Assistance Program to provide state financial assistance for operating and capital costs of public mass transportation service providers based on population, ridership, cost efficiency, and local tax support.

Authorizes design-build contracts for highway projects up to 2% annually through July 1, 2018, and permits additional design-build contracts for specific Missouri routes (Route 364, Highway 169, Highway 92, US 40/61 I-64 Bridge) without time limitations.

Authorizes sewer districts to enter into design-build contracts for projects exceeding $1 million, requiring prequalification of contractors and separation of technical proposals from cost proposals in evaluation process.

Designates portions of U.S. Highway 160 as Rabbi Ernest I. Jacob Memorial Highway, Interstate 40/64 as Missouri State Highway Patrol Sergeant Joseph G. Schuengel Memorial Highway, and Missouri Highway 30 as SFC Wm. Brian Woods, Jr. Memorial Highway with costs paid by private donations.
