Repeals and replaces provisions of the "Fairness in Public Construction Act" to prohibit state entities from requiring union membership or discriminating against non-union bidders on publicly funded construction projects.

Prohibits state agencies and political subdivisions from requiring project labor agreements that mandate union-only work on construction projects funded in any amount with public funds.

Allows union-only project labor agreements only on projects funded 50% or less with state funds, requiring the state to analyze impacts, publish findings, conduct a public hearing, and allow appeals to the labor and industrial relations commission.

Grants any person submitting or unable to submit a bid due to violations of this chapter standing to seek equitable relief, monetary damages, attorney's fees, and contract remedies in court.

Makes all provisions of the act non-severable, meaning if any part is ruled unenforceable, the entire act becomes null and void.
