Repeal and reenact section 536.310, RSMo to expand the duties and staffing of the small business regulatory fairness board

Board shall provide state agencies with input on rules adversely affecting small businesses, solicit input from small business owners and agencies on proposed rules, and submit evaluation reports to the governor and general assembly

Board may make recommendations to state agencies based on four grounds: rules creating undue barriers to small business formation/operation, new economic information showing undue impact, changed circumstances or obsolete purposes, or actual effects exceeding small business impact statements for rules adopted after August 28, 2004

Board may hire one half-time employee for clerical support and one full-time professional employee to manage website, develop agency training programs, send regulatory alerts, track small business comments, prepare meetings, analyze impact statements, conduct outreach, and review proposed rules

Board may receive additional appropriated funds for website maintenance, information technology, board member mileage, publication and distribution of annual reports, and outreach costs
