Repeals sections 335.200, 335.203, 335.206, and 335.209 relating to the nurse training incentive fund and establishes the "Caring for Missourians Program" within the department of higher education.

Authorizes the state board of nursing to provide funding for the caring for Missourians program from the state board of nursing fund.

Grants shall be awarded to eligible Missouri public institutions of higher education offering nursing programs that meet predetermined categories and areas of need jointly determined by the board and department.

The board and department shall establish grant categories and areas of need based on licensure data, national nursing statistical trends, and reports from the Institute of Medicine or Robert Wood Johnson Foundation regarding nursing shortages and patient safety.

The department of higher education shall serve as the administrative agency responsible for program implementation and shall establish rules governing application forms, filing methods, and application processing.
