Authorizes governing bodies of certain first-classification Missouri counties to enact nuisance abatement ordinances, including counties with populations between 135,400-135,500; 71,300-71,400; 198,000-199,200 (without charter); and 82,000-82,100.

Permits abatement ordinances to address properties with rubbish, trash, derelict vehicles and equipment, broken furniture, or overgrown weeds in residential areas that endanger public safety or constitute health hazards.

Requires ordinances to specify nuisance conditions, establish inspector duties, provide building commissioner oversight, and mandate adequate notice to property owners with reasonable time to cure violations before proceedings.

Mandates county commission hearings with at least 10 days' written notice to affected parties if owners fail to begin abatement within specified timeframe, allowing legal representation and evidence presentation before issuing orders.

Authorizes county to abate nuisances if owners fail to begin work within seven days of notice, with removal costs certified to county clerk and collected through special or regular tax bills, becoming a personal debt and property lien if unpaid.
