Director must verify applicants are Missouri residents and either U.S. citizens/nationals or noncitizens with lawful immigration status before issuing driver's licenses.

Driver's licenses issued to noncitizens cannot exceed the duration of the applicant's lawful immigration status in the United States.

Noncommercial driver's licenses, nondriver's licenses, or instruction permits issued to noncitizens must contain a notation or indication that the holder is not a citizen of the United States.

Applicants can make voluntary one-dollar donations to organ donor programs and blindness education programs, with donations deposited in dedicated state funds.

Director shall deny driving privileges for one year to any person who commits fraud or deception during the application process or examination, with denials effective ten days after notice is mailed.
