Repeals and reenacts section 103.080, RSMo, to govern high deductible health plans in the Missouri consolidated health care plan.

Beginning with the 2009 plan year open enrollment, the board shall offer qualified state employees and retirees the option of high deductible health plans paired with health savings accounts, in addition to existing HMO, PPO, copay, and other plans.

Employees and retirees cannot be required to enroll in high deductible plans exceeding the federal minimum deductible but may elect plans up to the federal maximum, and cannot be required to contribute more than the minimum allowed by law.

Beginning with the 2012 plan year open enrollment, the board shall offer a minimum of three high deductible plans with differing annual deductibles and out-of-pocket expenses not exceeding federal limits, with emphasis on plans having lower monthly premiums.

The board is authorized to promulgate rules and regulations for implementation and shall issue a request for proposals from companies interested in offering high deductible health plans with health savings accounts.
