Creates a new advance voting system allowing registered Missouri voters to vote in person or by mail during primary and general elections, beginning the third Wednesday prior to each election.

Establishes advance voting hours as regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with all election authorities required to conduct advance voting until close of business on election day.

Requires advance ballots mailed to election authorities to be postmarked at least four days prior to the election to be accepted and counted.

Prohibits voters who have cast advance ballots from voting provisional ballots or voting at polls on election day; violation constitutes a class one election offense.

Specifies that all costs associated with implementing advance voting shall be paid from Missouri's general revenue, with the system becoming effective January 1, 2012.
