Repeals and replaces sections 213.111 and 287.780 of Missouri law relating to damages awards in discrimination cases.

Establishes employee right to bring civil action within 90 days of receiving notice from the commission if administrative processing of discrimination complaint has not been completed after 180 days.

Creates damages caps for discrimination cases based on employer size, ranging from $50,000 for employers with fewer than 101 employees to $300,000 for employers with more than 500 employees, excluding back pay and interest which are awarded separately.

Prohibits damages caps from applying to housing-related discrimination violations (sections 213.040, 213.045, 213.050).

Bars punitive damages against the state of Missouri and its political subdivisions in all discrimination cases.
