Repeals and replaces section 181.060, RSMo, relating to state aid for public libraries and adds new section 182.802 authorizing sales taxes for public library districts.

Allows public library districts in specified counties (third and second classification counties with defined population ranges) to impose a sales tax not exceeding one-half of one cent on retail sales for library operations and maintenance.

Requires board of directors approval by majority vote and voter approval by majority of qualified voters voting on the proposal at a county or state general, primary, or special election before any sales tax becomes effective.

Permits voluntary reduction in property tax levy following enactment of district sales tax without affecting state aid grants if sales tax proceeds equal or exceed the reduction in levy revenue.

Defines "qualified voters" as registered individuals eligible to vote under chapter 115, or in districts with no eligible registered voters, all real property owners who have unanimously petitioned for or consented to the tax ordinance.
