SB 228 Summary

• Repeals previous provisions exempting urban school districts in cities with populations exceeding 300,000 inhabitants from seven-member board requirements and instead applies those requirements uniformly.

• Reduces the Kansas City School District board from nine directors to seven directors beginning with the 2014 election, consisting of one at-large director and six subdistrict directors.

• Establishes that starting in 2012, subdistrict candidates shall be voted on by the entire school district rather than only by voters within their respective subdistricts.

• Specifies election schedules with the 2012 election selecting one at-large director plus directors from subdistricts 1, 3, and 5; the 2014 election selecting directors from subdistricts 2, 4, and 6.

• Requires candidates for subdistrict office to be residents of the subdistrict they represent and to file candidacy declarations with at least 250 registered voter signatures from their subdistrict or 500 signatures for at-large candidates.
