Transfers the Missouri Brain Injury Advisory Council from the Office of Administration to the Department of Health and Senior Services under executive order 05-09 issued February 2, 2005.

Reduces council membership from 25 to 15 members appointed by the governor, including four people with brain injuries or relatives of persons with brain injuries and eleven individuals from professional groups and health institutions; adds ex officio nonvoting representatives from state agencies with services impacting brain injury survivors.

Changes council meeting frequency from every 90 days to four times per year and eliminates compensation for council members while maintaining reimbursement for actual and necessary expenses.

Transfers responsibility for brain injury rehabilitation services, evaluation, and treatment from a division to the Department of Health and Senior Services, with the council providing recommendations to the department director rather than the governor.

Repeals seven separate code sections and consolidates brain injury program administration under department authority, with updates to terminology changing "head injury" to "brain injury" throughout the statute.
