Requires construction contracts to be advertised at least 30 days in advance through a state central repository (once developed) or in newspapers, with bids opened publicly at the advertised time and location

Mandates contracts be awarded to the lowest and best bidder submitting a responsive bid, with limited grounds for rejection including failure to provide required bonds, nonperformance on previous contracts, or inability to adequately perform

Permits political subdivisions to award contracts without competitive bidding only when necessary to address immediate public health or safety dangers, prevent property loss, or restore essential services, with written documentation required

Allows bidders to sue for equitable relief and monetary damages (including attorney's fees) if bidding procedures are violated, though remedies are limited to contract rebidding if suit is filed more than 15 business days after award
