Expands county authority to enact nuisance abatement ordinances by adding four additional county classifications (first classification counties with 85,900-86,000 inhabitants, third classification counties without township form with 16,400-16,500 inhabitants, first classification counties with 82,000-82,100 inhabitants, and third classification counties with township form with 14,500-14,600 inhabitants).

Authorizes counties to abate conditions including rubbish, trash, derelict vehicles, construction equipment, appliances, broken furniture, and overgrown weeds in residential areas, with procedures requiring notice, hearings, and county commission orders before removal.

Allows costs of nuisance abatement performed by county to be collected via special tax bill or added to annual real estate tax bill, treated as delinquent taxes if unpaid, and constituting a personal debt and lien on the property.

Prohibits counties from adopting ordinances governing railroad companies, telecommunications or wireless companies, public utilities, rural electric cooperatives, or municipal utilities.

Creates new section 67.451 authorizing cities with voter-approved fees to issue special tax bills for enforcement costs of housing, property maintenance, and nuisance ordinance violations; amends junkyard regulations to increase penalties from class C to class A misdemeanor for subsequent violations; and authorizes administrative adjudication for municipal code violations in specified cities.
