Repeals section 130.011 and enacts two new sections (130.011 and 130.032) to establish campaign finance definitions and contribution limits in Missouri.

Establishes per-election contribution limits from persons other than candidates: $2,000 for statewide offices (governor, secretary of state, treasurer, auditor, attorney general); $1,000 for state senator; $500 for state representative; and $500-$2,000 for other offices based on electoral district population.

Sets contribution limits to increase annually on January 1 in even-numbered years by multiplying base year amounts (effective January 1, 2012) by the cumulative consumer price index, rounded to nearest $25.

Establishes new political party committee forms including one county party committee per county per political party and one city party committee per city per political party.

Imposes $1,000 surcharge plus an amount equal to each nonallowable contribution, payable to the ethics commission and transferred to the director of revenue, for committees accepting contributions exceeding limits; candidates have 10 business days to return nonallowable contributions.
