Repeals section 302.302 and enacts four new sections (302.302, 304.890, 304.892, and 304.894) relating to endangerment of emergency workers with new point and penalty provisions.

Adds two new violations to the point system: "endangerment of an emergency responder" (4 points) and "aggravated endangerment of an emergency responder" (12 points) under section 302.302.

Establishes definitions for "active emergency," "active emergency zone" (area within 300 feet of emergency responders or vehicles with active lights), and "emergency responder" (includes law enforcement, firefighters, emergency medical workers, and tow truck operators).

Imposes additional fines for moving violations in active emergency zones: $35 first offense and $75 subsequent offenses; speeding violations carry $250 first offense and $300 subsequent offenses when emergency responders are present.

Creates new offense of "endangerment of an emergency responder" for violations occurring in active emergency zones including excessive speeding (15+ mph over limit), illegal passing, failure to obey traffic control, and physical assault with vehicle; penalties range from fines up to $1,000 (basic) or $5,000-$10,000 (aggravated with injury/death).
