Prohibits private nuisance actions based on air emissions or water/solid waste discharge when the discharge is expressly authorized by and complies with a statute, regulation, license, permit, order, or court judgment (excluding nuclear waste placement)

Requires that authorizing licenses, permits, or orders must be issued after public hearing by municipal, county, state, or federal government and subject to continuing compliance monitoring, periodic review, and periodic renewal

Exempts from the prohibition any action where the air emission or water/solid waste discharge produces results that were unknown or not reasonably foreseeable at the time of authorization
