Repeals and reenacts sections 144.030, 338.055, and 338.330 relating to pharmacy regulation and sales tax exemptions.

Expands the State Board of Pharmacy's authority to deny licensure or take disciplinary action against pharmacists and pharmacy facilities if the designated pharmacist-in-charge, manager-in-charge, or any officer, owner, manager, or controlling shareholder has committed prohibited acts or practices.

Adds over-the-counter drugs required by the FDA to meet labeling requirements in 21 CFR 201.66 to the list of tax-exempt medical items when prescribed by a health care practitioner licensed to prescribe.

Clarifies the definition of "legend drug" to exclude investigational new drugs being used for clinical investigations governed by 21 CFR 312 or approved by institutional review boards, allowing continued clinical trials in Missouri.

Declares the changes to section 338.330 an emergency measure effective immediately upon passage and approval to ensure continuance of clinical trials in the state.
