Creates the "Amy Hestir Student Protection Act" to protect children from sexual offenders in schools through comprehensive policies on discipline, reporting, background checks, and employee conduct.

Requires school districts to establish written discipline policies addressing acts of school violence, report serious crimes to law enforcement within 48 hours, and maintain records of violent incidents shared with relevant school personnel.

Mandates criminal background checks for all school employees with pupil contact, including annual checks against criminal history records, sexual offender registry, and child abuse central registry.

Prohibits sex offenders registered under sections 589.400-589.425 from serving as school board members and requires school districts to disclose sexual misconduct allegations when providing employment references.

Establishes a Task Force on Prevention of Sexual Abuse of Children (through January 1, 2013) to study child sexual abuse issues and recommend policies for schools addressing prevention, teacher training, parent education, and counseling resources.

Extends statute of limitations for prosecuting sexual offenses involving minors from 20 years to 30 years after victim turns 18.
