Repeals and reenacts sections 160.405, 160.410, and 160.539 relating to charter school establishment, enrollment, and a new "School Flex Program"

Establishes requirements for charter school applications including mission statements, financial plans for three years, performance standards, governance structures, and criteria to measure school effectiveness

Requires charter sponsors to give priority to applications proposing schools serving high-risk students and dropouts, with at least one-third of charters granted serving such students if a sponsor grants three or more charters

Permits proposed or existing high-risk or alternative charter schools to include alternative arrangements for students to obtain graduation credit including off-campus instruction, embedded credit, paid/unpaid internships, and independent studies

Creates the "School Flex Program" allowing eligible students in grades 11-12 or ages 17-21 without a high school degree to attend minimum two instructional hours daily while pursuing college, technical career education, or employment to earn a diploma
