Establishes advance voting centers in each Missouri county (one per 100,000 population) operating from the third Saturday before an election through the Tuesday before, 8 a.m. to 5 p.m. weekdays and 8 a.m. to 4 p.m. Saturdays.

Requires voters to present photographic personal identification from a specified list (Missouri driver's license, nondriver's license, military ID, or equivalent document issued by U.S. or Missouri).

Allows voters without required identification to cast provisional ballots after executing an affidavit if they have a disability, cannot afford identification documents, have sincere religious beliefs against the forms, or were born on or before January 1, 1941.

Permits provisional ballot voters without identification to return to the election authority within three days with proper identification to have their ballots counted.

Requires the state to provide nondriver's license photo identification at no cost to qualified voters lacking other acceptable forms of identification.

Makes the entire act contingent on voter approval of a constitutional amendment authorizing advance voting and photo identification requirements.
