MO SB30

Repeals and reenacts section 565.090, RSMo, to redefine the crime of harassment with six specific prohibited behaviors including threats of felony, coarse language, anonymous communications, communications with minors, repeated unwanted communications, and other acts intended to frighten or intimidate.

Elevates harassment from a class A misdemeanor to a class D felony as the standard penalty.

Creates an exception where harassment remains a class D felony (not elevated) when committed by someone 21 years or older against someone 17 years or younger.

Escalates harassment to a class C felony for repeat offenders who have previously pleaded guilty to or been found guilty of harassment or equivalent offenses under county, municipal, state, federal, or military law.

Exempts federal, state, county, and municipal law enforcement officers from the harassment statute when conducting criminal investigations.
