Requires persons in the business of recycling, shredding, or destroying plastic bulk merchandise containers to obtain proof of lawful ownership before purchasing 10 or more containers from an individual at one time.

Mandates creation of a record containing the seller's name, address, telephone number, container description and quantity, transaction date, and verified identity information from a government-issued photo identification.

Prohibits using artifices to avoid compliance, including documenting purchases from the same individual on the same day as multiple separate transactions.

Requires retention of records for one year from the date containers are purchased or delivered, whichever is later, with records made available to law enforcement upon request.

Establishes violation of any provision as a class A misdemeanor offense.
