Authorizes home rule cities with more than 400,000 inhabitants located in more than one county to impose additional court costs of up to $14 per municipal ordinance violation case

Prohibits collection of additional costs in cases where the proceeding or defendant has been dismissed by the court

Allows judges to waive the additional cost assessment for defendants found to be indigent and unable to pay

Requires court clerks to calculate and disburse collected costs to the city at least monthly

Directs cities to use collected funds primarily for legal representation of indigent defendants in mental health court, drug court, or veterans court, with remaining funds available for other indigent defense or municipal court expenses
