Requires every child enrolling in kindergarten or first grade in Missouri public elementary schools to receive one comprehensive vision examination by a state licensed optometrist or physician, effective July 1, 2008.

Vision examination evidence must be submitted to school no later than January 1 of the first year of enrollment and must comply with Health Insurance Portability and Accountability Act privacy provisions.

State Board of Education and Department of Health and Senior Services shall promulgate rules establishing examination criteria, required documentation (results, cost, examiner qualifications, payment method), and acceptable payment methods including insurance, Medicaid, complimentary, or other forms.

Department of Elementary and Secondary Education shall compile and maintain a list of free or reduced-cost vision examination and treatment resources and distribute annually to school superintendents, principals, school nurses, and parent organizations.

Repeals the sunset provision that would have terminated the program on June 30, 2012, allowing the vision examination program to continue indefinitely.
