Repeals section 67.1956, RSMo and enacts a replacement section governing the board of directors for tourism community enhancement districts.

Establishes a seven-member board with representation allocated by retail sales tax collected: three members from the top-collecting city/town/village, two from the second-largest, and one each from the top two counties by tax collection.

Removes the requirement that board members be residents of the district, own property within it, be employed by a business in it, or operate a business within it.

Sets initial board member terms at three years for city representatives, two years for second-largest city representatives, and one year for county representatives, with all subsequent members serving three-year terms.

Board members serve without compensation and may cooperate with public and private entities, enter into agreements, contract, sue and be sued, and accept gifts, grants, loans, or contributions to implement tourism enhancement provisions.
