State auditor shall conduct a one-time comparative audit of 5 to 10 of the largest state agencies based on fiscal year 2011 appropriations.

Auditor must develop fiscal responsibility criteria applicable to all agencies regardless of their statutory, legal, or programmatic mandates, conforming with U.S. comptroller general auditing standards.

Audit report must be completed by August 28, 2013 and submitted to the general assembly, statewide elected officials, the office of administration, and all state departments.

Report shall include recommendations for optimal fiscal practices, efficiency measures, cost savings, and recommended changes to agency policy or state law to reduce government spending.

Act is declared an emergency measure effective upon passage and approval.
